Ray Todd - Director
Ray Todd is a Civil Engineer with 32 years experience specialising in urban development projects. Ray's experience covers all aspects of the engineering inputs to development projects including concept design and feasibility studies, detailed design and documentation, contract administration and construction superintendence and covers a range of project types including residential, commercial, industrial, retail and recreational landuses. Fields of special competence include providing advice to clients in relation to potential acquisitions and due diligence work. Ray has also worked on a number of large scale urban development projects including Austin Lakes and Bletchley Park. Furthermore, he has also developed particular expertise in the engineering of water based development and has worked on both the Port Mandurah and Mandurah Ocean Marina Projects.
Troy Boekeman - Director
Troy Boekeman is a Civil Engineer with 20 years experience working with Cossill & Webley and other private consulting engineering firms. Troy has worked at various locations overseas and in regional Australia generally in a geotechnical engineering capacity as well as on various urban development projects in the metropolitan area. Over his 18yrs at CW, Troy has worked on projects including Capricorn in Yanchep, Seascapes in Mandurah and Whiteman Edge in Brabham.
Mark Wallis - Director
Mark Wallis is a Civil Engineer with a double degree in Engineering and Commerce and 20 years’ experience specialising in all aspects of urban development. Mark has experience in overseas construction management and geomechanical consulting. Mark's residential experience includes the Brighton Estate and the Ellenbrook project which are two of the largest residential projects in Perth. Mark also has experience in industrial land development and regional land development in Karratha.
Avril Thomson - Director
Avril has particular expertise in engineering aspects of large master planned communities, including feasibility analysis, district and local structure planning, engineering design, contract administration and superintendence. Avril also has experience in surface hydrology and hydraulics pertaining to residential developments and the treatment of stormwater quality. She has a thorough understanding of the land development process and has established excellent relationships with contacts at all levels within the various authorities and organisations involved in the land development industry. Avril understands the objectives of developer clients and the importance of tight and effective programs, she appreciates the need for careful cost control and an innovative approach to design.
Avril has worked on a number of land development projects including Golden Bay, Yanchep Golf Estate, Evermore Heights, Hammond Park, Aspiri in Piara Waters, Dalyellup Beach Estate, New North Urban Renewal, Ascot Waters, Karawara and Karnup.
Avril currently holds a Councillor position on the Urban Development Institute of Australia (WA).
Nathan Butson - Director
Nathan is a Civil Engineer with a double degree in Engineering and Commerce. Nathan has twenty years experience in the urban development industry, including fifteen years as a consulting engineer and five years as a project manager for property companies. Having worked on the Client side, Nathan is able to combine his knowledge and appreciation of a Client's requirements and expectations with his technical civil engineering experience. Nathan has a comprehensive knowledge of the property development industry and a thorough understanding of other consulting disciplines required to run large development projects to ensure the best outcome for the Client. Nathan has been a member of the UDIA Infrastructure Committee since 2008.
Peter Connell - Associate
Peter is a Civil Engineer with 29 years experience in urban development and engineering construction. Peter has worked on a number of major land development projects throughout the Perth metropolitan area ranging from greenfields developments including Beaumaris, Vale Estate, Heron Park, Joondalup City North , major infrastructure including Mandurah Ocean Marina and to the redevelopment of inner suburban areas including Subiaco Redevelopment , Northbridge Redevelopment and Scarborough High School. Peter has gained considerable experience in the implementation process for such projects in terms of both the engineering aspects and broader development issues.
Luke Coyle - Associate
Luke is a Civil Engineer with more than 9 years' experience in the design and project management of Civil Engineering works for urban development projects. Specific experience has been gained with road, drainage and services design for residential land development projects, including feasibility analysis, contract administration and superintendence of construction works.
Dale Slieker - Associate
Dale is a Civil Engineer with 17 years’ experience in urban development. Dale has worked on urban regeneration projects in Ireland and major roads projects in the UK in his earlier career and has extensive experience working with the Water Corporation on infill sewerage projects and large watermain and wastewater pumping station designs. Since joining Cossill and Webley in 2005, Dale has been involved with residential projects including CY O’Connor Village, Dalyellup Beach Estate and more recently the Alkimos Beach and Alkimos Vista Estates. Dale has assisted in Alkimos Beach Estate becoming the first Western Australian development to achieve all six leaves of EnviroDevelopment certification and has been involved with sustainability initiatives including sloping lots, landform retention, battery storage and use of alternative materials in construction. Dale is a Certified Practicing Engineer (CPEng) and is on the National Engineers Register (NER).
Brad Marshall - Associate
Brad is a Civil Engineer with 15 years’ experience in the design and project management of Civil Engineering works for urban development projects with Cossill & Webley and other private consulting engineering firms.. Brad is a Certified Practicing Engineer (CPEng) and is on the National Engineers Register (NER). He has experience with design for residential land development projects, including feasibility analysis, contract administration and superintendence of construction works. Brad has had significant involvement in his time at Cossill & Webley in the investigation and preparation of Servicing Reports and Opinions of Probable Costs for Due Diligence for acquisition purposes over a number of landholdings and projects throughout the Perth Metropolitan Area. These investigations have been for proposed residential and industrial developments in a number of Local Authorities. Projects Brad has been involved with include Vertu Private Estate, Heron Park and Cassia.
Theo Tham - Associate
Theo is a Civil Engineer with 9 years’ experience in the civil engineering design and contract administration of urban development projects. Theo has a broad range of experience working in each of Perth’s metropolitan corridors and various ground conditions. He is actively involved in assessing the development potential of new sites. Theo holds an MBA degree and appreciates the commercial aspects of the project, always striving to create value and facilitate a team based approach to deliver on time and within budget. Theo has been a member of the UDIA Urban Planning Committee since 2015.
Craig Hansen - Senior Project Engineer
Craig was until recently a CW Director and is an Engineer with 30 years engineering experience specialising in urban development projects and related infrastructure planning, design and construction. Craig has worked in local government, with private consulting engineering firms and on project specific secondments to State Water Corporations in NSW and WA. His experience includes all aspects of engineering inputs to land development projects with particular emphasis on strategic planning and implementation of large urban communities, including Joondalup, Ellenbrook and Brighton/Butler and Alkimos.
